If you want to install the tiles properly you should prepare the floor making sure that the surface is clean without any remains of sealers adhesive or anything else.
Concrete is an excellent base for peel and stick vinyl tiles as long as it s solid and clean.
Using an acid based cleaner or deep cleaner of your choice clean the concrete and allow it to dry thoroughly.
The concrete floor must also be free of cracks or the vinyl tile will eventually sag into the gap.
The ideal method for installing peel and stick vinyl tiles over concrete is to first lay plywood over the concrete.
